On August 26, 2019, although it was already the "Chushu" solar term, at 2 pm, under the scorching sun with a ground temperature of 38 degrees Celsius, employees from three factories participated in a comprehensive emergency rescue drill for Tianhong Company's 2019 annual emergency incident at the site of the Yiduo Fine Chemical Hydrogen Peroxide workshop, a subsidiary of Tianhong Company. The drill was commanded by Jiang Jie, Deputy General Manager of Jiangsu Tianhong Chemical Co., Ltd.
The hypothetical accident in this drill was that the hydrogenation tower pressure vessel of the hydrogen peroxide production unit at Yiduo (Wuxi) Fine Chemical Co., Ltd., a chemical company located upstream of the Wuxi section of the Beijing-Hangzhou Grand Canal, experienced a physical explosion due to overpressure, resulting in hydrogenation liquid leakage and fire. During emergency handling, it was discovered that wastewater containing hydrogenation working liquid leaked into the Beijing-Hangzhou Grand Canal. During the transportation of washing and disinfection wastewater after the special equipment accident in the production area, a hazardous chemicals transport vehicle was involved in a traffic collision, causing leakage and a fire.
At 2 pm, Deputy Commander Guo Shuliang gave a mobilization speech for the drill, requesting that all participants actively respond to the mobilization, abide by the plan's requirements, listen to commands, act quickly, handle situations appropriately, and participate in the drill with high spirits. Subsequently, Commander Jiang Jie announced the start of the drill.
At 2:15 pm, Shen Yuliang, a hydrogen peroxide operator, was conducting a routine inspection around the production unit in the hydrogen peroxide No. 3 system hydrogenation liquid storage tank area when he suddenly discovered that the hydrogenation tower was experiencing overpressure. A physical explosion occurred instantly, with hydrogenation liquid leaking from the upper part of the unit and accompanied by fire. Shen Yuliang immediately reported the danger via the explosion-proof intercom. The duty manager reported to the workshop director, who, after receiving the report, immediately reported to company leader Jiang Jie. According to the company's emergency plan for sudden safety production accidents, a warning and guidance group, a communication and evacuation group, a rescue group, a pollution control group, and a logistics support and rescue group were successively established. Subsequently, each group reported its personnel arrival status to Jiang Jie and accepted emergency rescue tasks. After receiving their tasks, the groups proceeded in an orderly and efficient manner to carry out their respective tasks. The pollution prevention and control group sealed the rainwater leakage point; the warning group set up a警戒线 (warning line), preventing unauthorized personnel from entering the accident site; the logistics support group and the rescue group prepared disaster relief materials and personnel rescue work...
At 2:45 pm, Commander Jiang Jie, based on the reports from various groups, announced the successful completion of the drill and summarized the drill. Through this drill, the company's ability to respond to emergency rescue in the event of sudden incidents has been further improved. Various departments can proficiently complete their tasks according to their respective responsibilities, and the coordination and cooperation between teams have been strengthened. In the event of emergencies during the drill, they remained calm and handled the situations in an orderly manner, achieving significant progress. Through the drill, the entire company gained a deeper understanding of the importance of safety production, further enhancing the safety awareness of all employees and improving their ability to respond to and handle emergencies. It allowed employees to be more familiar with the emergency rescue process, effectively protecting the lives of operating personnel.
